This is actually part of the True Justice second series named "Blood Alley" but when they brought it out on a separate dvd the credits referred to it as "The Ghost"

The series is still being treated so badly when it comes to releases – StudioCanal still insist upon botching it all up by promoting the TV show as a series of Seagal movies, when they are in fact part of the True Justice Collection, and releasing them out of order to boot!
