Hoover made Dillinger Americas first 'PUBLIC ENEMY NUMBER ONE' and sent his best agent Melvin Purvis (Christian Bale) after him. However Dillinger and his gang outwitted and outgunned Purvis' men in wild chases and shoot-outs. It wasn't until he employed a crew of Western ex-lawmen and orchestrated epic betrayals that Purvis was able to close in on Dillinger. It was because of Dillinger and his ilk that many laws were introduced that allowed the Bureau to pursue criminals cross country, leading to the formation of the FBI in 1935.
